security footage assistance

I need a few things done with some security footage: 1. The files are .dat extention for some reason. I need those converted to something viewable. 2. I need a few minutes edited out of two videos (both different angles of the same event.) Keeping the few minutes, and discarding the rest. 3. I would also like if the edited versions could be enhanced and zoomed-in, to offer the optimal view of what happened.
