Need a custom jacket made professionally

I need a cloak/jacket made from scratch. I have the sample ready for you and can provide the materials if needed. It is basically a cloak that drapes down to the knees, and zips up from the waist to the top of your mouth. The most important part of this design is the stiff collar that extends over your mouth, stands up by itself, and zips closed. Only I need it to be made out of durable material like twill, and all black with no designs. Only a golden colored zipper going down the middle. I need two fits for this one design. In plain words; the jacket in the picture but all black, fitting two people.
