Write Select statement to comply with rules given

Hello~ My Task is to write a SELECT statement scripts from KPIR_RT_BASE with rules given (for rules referral to decision flow chart) to select wanted records out, that's it for this task. Primary table is kpir_rt_base and 70% of columns are from kpir_rt_base and matching columns are in the last sheet in the excel (rt_base vs rt_detail). I have filled numbers with matched column between these two tables. 1 match 1, 2 match 2 ...... etc. for column that didn't matched please referral to sheet name "RT_detail table" and find columns that you looking to match. For example, EMP_NAME you will find it match with "f.emp_nm". To find what's "f.emp_nm" go to bottom of the sheet under "source"(highlighted in yellow) and you will find it match with "left join bview.ddt_con_emp f on A.proc_emp_id = [login to view URL]".
