Contractor review or survey system needed

Our company is part of a real estate investment group in the Atlanta area. We run a private facebook group and look to share experiences with contractors that we have worked with on jobs. We are looking for a developer to setup a review or survey system that lets each member of the group do the following 1 - review different areas of the performance of the contractor with a star rating 2 - provide a search function so each member that has a link to the review can search for company names or contractor names 3 - provides the ability to categorise the contractor in plumbing, electrical etc 4 - provide the ability to upload photos of the job 5 - software should not cost more than $10 a month 6 - only people with a link should be able to access the reviews
