You need a team of coders, not one or two, but a big team. At least i see next requirements: - backend team, API design and DevOps - 4 peoples - frontend team, JS coders, SDK coders - 4 peoples - bank relations manager - 1 person - team Lead - 1 person 2. You need some relationships with banks, actually UAE have a lot and KSA have a lot too. You need ctrong contacts that allow you work with payments worldwide. 3. Need strong research of existed bank's logic, fees, equire relationships etc. 4. Need finansing of all it. Approximately budget should be $100k-$200k. 5. Need strong market strategy, Stripe, PayPal and others keep a market, why people will use yours system.
