Looking for a high level Communication Expert

THIS PROJECT IS ONLY FOR EXPERIENCED COMMUNICATION EXPERT. THIS IS NOT A MOBILE APPLICATION. ONLY SERIOUS CANDIDATES/TEAMS SHOULD APPLY. Here is what I need: 1. software application which will allow ANY mobile cellular (global) number to be typed into user interface software that will geolocate a device by obtaining the coordinates via GPS or Cell Tower Location "PING" which will enable the parsing of meta data onto any Geo-map, BING, GOOGLE ETC. 2. Software application can be programmed to run at pre-set and pre-defined set intervals. 3. Solution should operate on ALL GSM networks globally. 4. Solution should run on as a web based IP, connected platform. 5. This software application SHOULD NOT require the use of any software/malware to be installed on target or third party device such as stealth software. 6. Application should be able to detect ALL devices and geolocate via GPS or Cell Tower PING, all GSM smartphones or dumbphones.
