CSV data manipulate desktop software windows needed

We require urgently a simple software that will allow us to import a supplier csv file and [login to view URL] changes to the column names [login to view URL] changes to the data in the columns for example multiple replaces for 1 column - this can be done using mysql or whatever is easiest - also need to be able to add columns to the csv file and fill them with data 3. Export the file again as csv - so it's ready to be imported by our database Freelancer does not need to do the import to our database part - just simply create the software to manipulate the csv 4. The software should be flexible so if we need to change the required data in future then it can be easily done by us - for example for replace in csv file if its replace black with white - red with orange in future if we want to replace black with orange then we need to be able to do this without any extra development of the software, The freelancer can use any software of platform of choice as long as its easy to use and the whole process is automated - meaning we simply import the file and export it - with the changes done We will only accept the task as finished once the whole software is complete and fully tested This should be fairly easy task for a competent developer so please respect the budget when providing bid Thank you
