build a software that can produce a 4k quality video overlay

based on continuously updated cvs input data i need a pc or mac software (preferrable mac but not a must) that can produce 4k video overlay for swim meets. The software shall output a transparent video overlay containing heatinfo (swimmers names, best times etc) before they jump into the pool, during the swim there shall be a clock running in the lower right corner of the screen, for every lap when a swimmer touch the touchpad the overlay should show the swimmers and the time touching the pad and when all swimmers are finished swimming there should be listed a summary. The cvs will provide all the swimmers data and times and also start, stop and reset of clock codes etc. Something similar to what you see on the attached screenshot should be the graphics. Img 1 show lane numbers, names and qualification times before they start swimming (should not say results like on img), img 2 show the clock running during the swim, img 3 show name and time when swimmer touch the touchpad during the swim and img 4 the summary and results after swimmers are finish. Then the graphic shall reset itself and start over again when it get the new csv signals todo so. The transparent graphics output will be imported in a video mixer software and mixed with the actual video footage of the swimmers but that you dont have to care about as long as the soft output a usable stream format to be imported into the video mixer.
