XML-based Automatic Form Builder

I want someone to write a program which will read from an XML file and create forms dynamically. So, users will not need to recompile and deploy the application for another data collection project. General requirements of the application are as follows: --- The application will display a form. Initial screen will display type of the information that user wants to collect. Let's say, house or office. This will be also written in the XML file. Then, it will load relevant XML file so that house or office forms will be displayed. Forms in the application will be tabbed. Each tab may contain more than one user interface component. Each component in XML file will be described as: 1. Type of the input: Text, choose one, multiple selection, etc. 2. If the input is mandatory or not 3. Possible values - this can be retrieved from a web service or hard-coded in XML file 4. Default value 5. Type of the input - text, email, integer, double, date, etc. 6. Allowed limits (highest/lowest values, invalid values, etc.) 7. Some other attributes Each form is used to collect information for a specific point; such as a building. The application must be able to capture pictures. It must be able to capture more than one picture. The application must be able to utilize GPS device if it exists. So, there will be special type of input field which will read directly from GPS device. When the user saves data, it will save data in the database. The user may or may not be connected to the Internet. Therefore, off-line and on-line editing must be considered. The application shall run on: 1. Windows Mobile 6.5 and higher 2. Windows XP, Windows 7 and higher. If required, you can build two versions for win mobile 6.5 and the rest. I have no problem with this. Please advise DB to be used. The information will be stored as geographical (spatial) objects so some geographical information system experience is preferred, but not a must, definitely. I need daily updates and max 12 hours response to my inquiries. Or you will forfeit your rights.
