Create a CTO Management Dashboard in Power BI

I require someone to work on building a dashboard for a client of mine using Power BI specfically. This is an ongoing piece of work that will start by reporting on financial budget information, then include project progress of a technology department, KPIs, risks and issues etc... with a central dashboard view in Power BI then sub reports once you drill down into the different layers. The scope has yet to be defined however there will be iterative milestones with payments at each point. There is a lot of work to be done acting as support to the PMO in the company but looking for someone who can produce high quality functionality and reporting online using BI that will be hosted in Azure and can be accessible via the internal sharepoint intranet / 365 whatever is appropriate. The first project will be to create the main summary dashboard using data provided in excel spreadsheets from budget, project RAG status, Internal Start of Day metrics and Risks and Issues - data will be sourced from Excel spreadsheets or ideally in the future automatically sourced from other processes, or from updates in Atlassian JIRA for project progress etc....however this first project is purely to get something working. Subsequent project phases will build out each individual component and treated as mini projects with milestones.
