A 3d Stealth tactics game

The overview of the project is to develop a stealth tactics based 3d game. I am a big fan of the commandos games and would like something exactly same to be developed. Of Course the graphics are really dated, so the graphics should be up-to-date with current standards. Right now i don't really have some specific game details that i can provide, but the general idea is that a team of commandos(around 10) will infiltrate enemy lines and use stealth tactics to achieve there objectives, similar to the game commandos. The game should only be single player, with around 10-15 missions each designed in such a way that each mission requires 2/3 hours to complete. Right now i don't have an idea on exact cost but my budget is around $10-15K, but this is flexible and can be increased substantially. Also please give me an estimate on how much time will be required for this project. Please post answers to my bid only if you have previous experience in developing an RTS game.
