I have built a very similar system in the past, but by using the pi's camera its quite easy to replace it with a usb camera, with a web control panel where you can see the live video stream, start and stop recording and download the recorded files. i should be able to provide you with the needed things in a few hours. feel free to text me and we can discuss further .

Hello! I have two RPi 3s and a RPI zero! I have experience with making REST apis, which is what I would do in this case. I would use python and flask to set up a local web site where you can start and stop the recordings, delete recordings and send recordings to the user. Furthermore I will use cv2 to record video and I have experience with that as well. I would be able to finish this project in under a week, time dependant on your requests.
