WORDPRESS or PHP HTML5 ordering system and table managment

WEB BASED ORDER AND BACK ADMIN i need a simple html based table bill order system. Responsive for mobiles see images, i need a user to login with set username and password. taking you to the food and drinks ordering page with live cart. I want users to be able to add items to carts with quick add or click on the item to a simple small description page (see image). If user logs into a table that already has an open login or bill then they are told the table already has someone logged into it. and remains on simple login page. once order complete the user clicks order now and the users order is saved to the table tab as an open check and sent to a bluetooth printer to print out. user should be able to add more items throughout the logged in session to their open bill which will total at the bottom. Currency in TURKISH, language select at start for whole site if possible turkish, english, french, spanish, etc which can just translate the food items, or ability for managment to set each menu item word several times using maybe database for example, Burger lang 1 lang 2 etc logout button in a side menu maybe, if logout is clicked and there is an open tab the user is notified and the managment is notified via backend that the user has tried to log out maybe flash table colour red until managment click it to stop the alert. if tab has open tab it stays steady red colour, white is free table no user or bill. users bill/tab remains open in the back end admin until management clear and pay the table bill off from back end using cash or card payment button which saves all orders in sql table for reports. users bill remains on their phone screens with total floating bottom left the user can click this and click PAY MY BILL which sends their total bill/tab for that user to the bluetooth printer with a note for the management to take bill to table with table number and username which may be table number. Web based backend manager up to 10 users management ability to click on table open current bill see all items , add, remove and checkout the table with cash or card option which just saves that order in history for future reports, prints out the bill to keep for records and clears the table and logs out the user for that table. ability to add and delete tables unlimited, SET FOOD PRICES and add new items and photo and descriptions, unlimited to a sql database. ability to clear all tables with a set management password that can be set via one main management user maybe have levels like in wordpress I ALSO NEED IN MANAGEMENT BACK END ABILITY TO ONLY SHOW THE USER LOGIN PAGE AND MENU TO ANYONE WHO IS CURRENTLY CONNECTED TO THE BUSINESS WIFI, MAYBE WE CAN SET A RANGE FOR IP ADDRESSES OR IP ADDRESS FOR ROUTER MAYBE AS I WANT ONLY USERS CONNECTED TO THE ROUTER TO BE ABLE TO ACCESS THIS SERVICE I DONT WANT THIS APP BASED NO IOS OR ANDROID I WANT THIS TO WORK ON ALL DEVICES VIA PHP HTML5 AND WEB. ** important ** I NEED THE TOTAL BILLS TO ADD ON A 5% SURCHARGE WHICH ADDS UP IN THE BACKEND FOR MAIN ADMIN USER AND MANAGERS TO SEE. IF REPORTS ARE CLICKED WE CAN PRINT REPORT FOR DATE RANGES, OR TODAY AND FILTER TO ALL BILL TOTAL OR SURCHARGE AMOUNT. SURCHARGE WILL BE PAID WEEKLY FROM THE VENUE SO I NEED TO KNOW HOW MUCH I EARNED FOR THAT WEEK , THIS SURCHARGE CANNOT BE AMENDED BY ANYONE AND MUST ALWAYS REMAIN ON THE SERVER SQL .
