Woocommerce sales agent plugin

I would to made a sales agent plugin to my woocommerce website. Here are the requirement : 1. WooCommerce-Shop is a closed system. Only Sales agents can buys. Customers can not buys. 2. multiple agents 3. agents can have his own agents (child agents). Admin->Agent->Child agent->Customer. 4. backend access to agent, child agent but not for customers. It should work like this: [login to view URL] (or child agent) logs in and create one or more customers (Name, Email, Address etc) [login to view URL] puts the goods into basket and at checkout page assigns this order to one of his customer. 3. Agent buys the goods. (No paying needed) After agent purhased 1. Admin gets order and process it 2. Agent and child agent (if exist) see order in backend.
