Website + Tooltips

Bids that do not address this specific project will not be considered. Thank you. For this project, you will work to create a website that allows for me to upload documents (either pdf or images), with multiple tooltips per document. The website will be similar to this one: [login to view URL] . (please visit now) Where it says “Select a Document,” click on “Choose,” and select any document. Once you click on the little arrow where it says “Manuscript Description,” you will now see an example of a document. You can now move your mouse over all the words and see how this was designed. The tooltip feature is essential to this project (See example 1 image I include). This is what I want to do as well. I also would like a pop-up box to appear when clicking the word, just like it does when you click on a word within this website. Please note: the documents will be in a language and alphabet that you will not be able to read, and so you would have to teach my team how to highlight each word by creating a polygon shape around each word. We can do all the manual data entry, but your job would be a) to teach us how and b) to design the infrastructure of this website. The other feature I would like my website to have, which is not included in the link provided, is a magnifying glass that users can turn on or off. Users can hover over words to see them larger (See example 2 image I include).
