Ubiquiti portal

I have a requirement to have a ubiquiti external server portal to allow people to access the internet. Currently I have an NT server 2012 acting as the unifi server which also has installed on it perl, curl and mysql this server is on the intranet. I need people to pay for access to the internet as they connect to the network. The portal must be able to accept payment into my paypal standard account (not paypal pro) from either their paypal account or any card that paypal accepts. There will be four types of users:- 1. Ad-hoc people who turn up. 2. Families requiring access on multiple devices 3. Residents of hotel – these need to have free access. 4. Vouchers All need to be able to read the full Terms of Use and accept the terms of use, have the ability of adding a logo The user should be able to pick a package i.e free access for 20 minutes, 1 day for £1.99, 3 days for £3.99, 1 week for £4.50, 1 month for £6.00. All of these options need to be adjustable (within the code will be ok). Family access needs to be available (i.e. 3/4/5 devices or more). Mac addresses, names and addresses need to be recorded as well as access times. One way could be that every user has a username and password associated with a mac address or multiple addresses
