Scripts for dictionary database

I need a dictionary database and make a MySql / php script. When a user do a search i want the results to be displayed in a special way and with capability to choose simple (less details) or advanced results (more details). I also want the users to be able to choose what languages to be printed. Users should easily be able to edit/add/correct entries in the dictionary, where I in my admin portal can see the suggestions and accept or deny these, and where the users can collect points by contributing (they have to register in my forum to be able to). Where user upon acception of contribution will receive an e-mail notification. And last update will be displayed on site, by user, points or last word accepted. I also want the script to be able to suggest words if search-word don't exist, and last searches done by "you". Please ask me if you have any questions.
