Script or Library to Combine Deisgn Image to Mask and Glow

I need a script or a library that allows me to mass generate new images after merging the design images to sets of mask and glow. I have 156 designs that need to be merged to 50 sets of mask and glow. So the script or library must be able to allow user to load one set of mask and glow, run the script to merge 156 designs and generate them into new image files, rinse and repeat for the next sets of mask and glow. In summary, this is the user story: 1) I must be able to change sets of mask and glow 2) I must be able to mass upload design images to be merged with the set of mask and glow 3) The generated image file must follow the shape of the mask and glow while displaying the designs. Kindly advise on the programming language that will be used to develop the script or library.
