Fix Feature on Smarty PHP CMS

I have a Custom CMS that uses a Smarty PHP Framework. My Company offers TV-Video Channels to our customers and we need to start adding advertising for our Business Partners. I have a feature in my back end of my CMS that allows me to add PRE-ROLL Video ADS before the selected content plays. This is something Youtube does too. I am having a problem getting my PRE-ROLL VIDEO ADS to work. I can add the Video ADS in the backend of my CMS. But on the front end, the VIDEO ADS will not play for my customers also causing the selected TV-VIDEO Channels not to work.
