Find a WordPress Plugin to perform the following Shipping Terms in Woocommerce in WordPress

We have two shipping methods (Woocommerce plugins) already installed and working. They are CanadaPost and Purolator. Now we have certain conditions to fulfill our shipping conditions. People who are well experienced in developing custom plugins or custom coding for WordPress WooCommerce are preferable. Or someone who can just suggest a plugin which can do all these plugin's (maybe paid plugins) will also be considered. 1. Price $0-$99.99 = Regular Shipping methods (CanadaPost & Purolator & Purolator should be available for customer) 2. Price $100-$199.99 AND Product Weight < 30lbs AND Length & Width & Height < 90cm = Flat Rate $10 Shipping (No other shipping methods to be shown, except Local Pickup) 3. Price $200+ AND Product Weight < 30lbs AND Length & Width & Height < 90cm = Free Shipping (No other Shipping methods to be shown, except Local Pickup) 4. Price $100+ AND Product Weight > 30lbs OR Length / Width / Height > 90cm = Regular Shipping methods (CanadaPost & Purolator & Purolator should be available for customer) MINUS "10% of Cart Sub-total" (10% discount on Cart Subtotal) 5. There is a Shipping Class called Heavy Weights (We will assign it to Products). For this Shipping Class, Shipping cost must be charged according to Customer's Province. We will send you Flat Rate Shipping rates per province for this Shipping Class. 6. There is a Shipping Class called Live-Stock. This must only be able to use Xpress Shipping in CanadaPost. (No other Shipping methods should be available) If you are Building a new plugin, I will pay you CAD 200 If you are suggesting paid / free plugin(s) to perform these tasks, I will pay you CAD 50 Price Negotiable based on work efficiency.
