Dynamic populating video players

We have a live streaming site for storm chasers. We are pressed for time as the previous popular platform quit sooner than expected. So we are needing a quick fix to polish up a couple of things until after storm season when we can go back and tweak things as needed properly. Reference the screenshot attached. We are using NGINX with the RTMP Module as our streaming platform with JWPlayers on a VPS. The streaming is solid and the VPS only hosts our streaming platform. Our front end website is on a different web host. Right now we have static players setup on the page. With over 100+ streamers but, not all at the same time. It is not practical to have that many static players on the page especially if they are not streaming. What we are needing is for someone to take the XML file that is outputted from NGINX which is already parsed to JSON but, if you wish to work with XML that is fine as well. We need to only display the active streams on the wall as we call it and use the XML file to create the dynamic containers and players with the associated streams. If there is a different way this can be done we are open to the suggestion. We just need the players to auto populate on the wall when a streamer is publishing a stream and have it disappear when they are not streaming. That is the main feature we need working. If it is easier to user SimpleXML to do this or if it would be easier to do this with setting up a DB that is ok to as future plans is to release an app and we also have a Google Map that will show streamers location and when clicked on will show their stream as well but, that is not as important right now but, if you can do that to that is a plus. Other features we would like to have if you have the ability. It is not a deal breaker but, it is a plus. The main feature is the one above. We would like for it to show the streamers name and also the location of the streamer. We have data files which has the streamers lat and long which would need to be geocoded to shower the city, state they are in based on the cords. If you can do this that would be a plus but, not a deal breaker. The main project is the one listed above and if you can't do the other features we can find someone else. That would not be a problem. This should be a fairly simple project for someone with strong fluent skills in the required skill set. This is a project that needs to be started ASAP.
