Custom cart price rule condition - Magento 2

I have a newsletter using MailChimp, I want to give customers who are subscribed to this newsletter 5% discount on ALL their orders, so this custom cart price condition has to apply a 5% discount to the customers cart if the email they enter in checkout is in my MailChimp list.
I've attached a picture where you can see which conditions Magento comes with prebuilt, just like you can give a discount based on which region the customer enter, I want to do it by their email instead.
