Create Software to Build Dynamic Schedule with Custom and Fixed Rules

Hello, This project is about automated scheduling, conditional statements, combinatorial optimization, and rule based scheduling. There already exists two large software platforms that do this. I believe they use some parts of open source code. I can provide the names once we talk. I don’t want exactly what they have, though. It can be a more simplified version. I am looking for someone to create a schedule with fixed ‘if/then’ rules and also custom rules. It can be built on an already existing platform, application, or software program. I prefer it be built on something that already exists. However, if it does not exist then you would have to create it. I would have to have the ability to change the fixed rules and custom rules after you deliver it to me. Or, hire someone who can do that very easily and quickly. I don’t know how to code. The schedule would be made once every 12 months. The schedule would then be exported to Google Docs or Microsoft Excel. And also to Google Calendar and Microsoft Office 365 Mail. Ideally it would be a web based application. Here is an example: There are 50 people who work for the same company. Some of the FIXED rules are as follows: -No one can work more than 24 hours straight -Everyone must have one day off every 7 days -No one can be scheduled than 80 hours per one week. -At least one person must be at Location X, Location Y and Location Z at a time -If someone works more than 24 hours in a row then they must have 14 hours off until the start of their next shift -No one can be scheduled to be in the office overnight more than once every 3 nights Some of the CUSTOM rules are as follows: -Bob must have from noon until 5pm free from Location X in order to Location Y every second tuesday -Susan will have October 10th, November 1 and July 2nd completely off QUESTIONS 1 Does a platform to build this one already exist where you can just build it on that? 2 Or, do you have to build it yourself? If so how do you plan on doing this? 3 How will you make it so I can easily change the fixed and custom rules?
