I want to develop ionic app just like this with my customization but 95% is the same, so bid accodingly.

-This is an app that is for policy management for policy agents.
-The app will be in IONIC only.
-Should use material design.
-Firstly the data will be stored on the local, and then it will be sent to the server for backup only. When user enters some information first it will be stored in sqlite and when user wants to access some information it will be get from sqlite only. Remote database will only use for backup purpose.
- In this given application backup is taking in google drive, but i want to take backup on my server.
IMPORTANT NOTES:
1). Please don't ask for any upfront payment
2). Whole project buget is 25,000/- INR =~ $400 USD
3). Payment will be done only after the project complets, if you want to ask for payment before project completes, DO NOT BID.
4). I want stricly material design so only bid if you are aware with it.
5). No time wasters please.
6). Freshers can appy but time frame is must.

Payment Terms:
1). Will see your work first and then only will award/create milestone but will create surely.
2). 50% payment will be done after the project completes and delivers.
3). Remaining 50% will be done after the 7 days while we complete the tests and suggest the changes and changes made from your side.
