I had a designer build a site and something about the work seems a little fishy. I want another designer to look over the coding to make sure it isn't attached to any other servers that if they move or crash that my site will malfunction.

Hi, Some designer don't add style and script file directly, they used their server link, so in future if they remove style file from their server. Your wesbite design will be messup. I'll check whether or not the code on the website has any <script> tags, etc, that are being linked to any particular IP addresses or URL's and any IP addresses or URL's that I find, I'll scan and reverse engineer them for you. I have a background in Information Security, I would suggest taking the site down temporarily while it is being assessed to make sure any data input on the site isn't being leaked.
