Building A telegramm bot Shop

We want to create an automated telegram shop. Which would sell 9-10 things related to the IT and Traffic industry. The shop will have a payment mechanism that will be added to it through PHP (API provided). The Bot will also have to have a personal cabinet function, where users would be able to check their past purchases, check their balance, top-up their balance, and contact support. In addition to this, the users will have to have different statuses of their accounts - Graded from (Beginner - no discount; intermediate - mid discount; Repetitive - highest discount) In addition to this, A referral link possibility should also be introduced, providing extra earnings for the link holder/provider.
