Build a Telegram bot in PHP

I need a bot that will crawl listed news article pages from a specific single website for the comments and post them to the group or to the user directly.. Bot should be able to comment to the article directly from the bot. Bot should work in Telegram groups. This is basically the idea. I will be sharing more details to the interested parties.
