Simple home page to direct two sites

I need you programe a simple responsive home page to direct to 2 existing websites. I need you to do what's in the files: - Use SVG file and program it to mobile version and desktop version to be a responsive page. I created the bigger SVG to auto responsive in browse. But if it have any problem tell me please that i will correct. - I need it full responsive and with correct align in any resolution. ( Guide by file "Desktop_titles_preview" and "Mobile_Titles_preview" ) - Place the mouse click area as specified in the image, 100% of the site is clicked, divided into 2 diagonal, any area on one side directs the site to its respective site. - Pay attention to the correct alignment of the titles when resize. - Text color transition and underlined on rollover in text. When the cursor is in the click area, change it to blue color # 008cd2. Note: Both are blue in rollover, the text and the underline. This effect rollover is the same in my site, but the underline I need blue and have color animation in opacity underline. Note: There's animation in transition of color. I want it, I don't want simple hollover.
