Magento Expert Required - Change Design+Layouts (Seeking Long-Term)

I'm looking for a worker to customize Magento templates for me. I am looking at either purchasing a template, or using a free one, so I will require the worker to customize the design to fit my Clients' need. I am looking for someone reliable, HONEST, (and hopefully doesn't cost too much) for long term work relationship for Magento.
