Video Community Site Development & Design

I'm sure that lots of you are familiar with video listing sites such as [login to view URL] where users post links to pages with tv shows, movies and different videos. This site will be created in a very similar manner to existing video listing sites such as [login to view URL] but where users post links to pages, on this site I want users to be able to post the embed code so that the videos can be watched. The site will be restricted to members only. When a person buys a product from my business a membership account will be automatically created and they can login to the video community. The videos will be posted into different sections just like on [login to view URL] across the top of the page. Videos can be watched, commented on and rated. Videos can also be sorted by most comments and most popular rating. My payment processor ([login to view URL]) has an API that can create user logins and delete the profiles once they unsubscribe using Memberlock. It sounds like an easy setup with Wordpress. Here is what they said about this: "What you'd need to do is install our memberlock plugin and get that working with your blog first. You can see the documentation here: [login to view URL] Once that is installed, then you can just download and install [login to view URL] forum plugin. This way your members will be added to your blog via memberlock. Once they login to your wordpress blog they will have access to the forum capabilities of your blog via simplepress. there is nothing to build... its just upload and install a blog and then upload and install the plugin. Its a simple install project. Our plugin, Member Lock, will remove members if they cancel their subscription. It will also suspend access if their billing recurrance fails and they do not update their billing info. Member lock is a good example of how the API should be used for custom solutions. The API is provided specifically for interaction with third party remote scripts developed by third parties and the Member Lock plugin and wordpress is one example of it being applied." However, with all of the different changes that would need to be made to a wordpress template such as allowing users to only post video links (no text), creating the different menu sections, being able to sort by ranking or comments, it might just be better (cheaper) to develop a custom site from scratch and then get the developer to use the API from the payment processor to manage the memberships instead. To get this job you will have to send me a message explaining how you would set it up and why? Wordpress? Custom built? PHP? I don't know much about development and design work so the winning bidder will be the one that explains the most to me along the way! Also give an exact timeline as to completion!
