CMS User Group Website

Hello, I am looking for a website built, either the complete work or for parts of the project. I am able to do this myself, however I do not have time I want to dedicate to it at the moment. I thought it may be to my best interest to have it outsourced if the right freelancer for the right price comes along I could have this done sooner than I can get to it. The website: Either PHP or I am open to the use of a CMS (drupal, joomla) if applied correctly. Website design can be custom or use a template, this will mostly be a web store. Website will consist of user groups of sellers, buyers, and admin. A Seller user group needs to have their home page, access to posting, editing, and removing their items for sale. Sellers will have a seller profile, bio, shop and offers and mailbox. Buyers will their home page, mailbox, favorite sellers. I can go more into detail with specifics but with a CMS I can just edit it all anyway. The emphasis is on the store (eCommerce), and I am open to someone using their existing system for the website and or plug in a reliable eCommerce system. For an experienced designer who has most of this work done it may be a simple project. I do not need logo design, any graphic design, other than possibly the website layout. I am not overly concerned about it as long as it is dynamic and responsive, it can be a template. Do not need SEO either. I am open to bids for the website and cms for user groups only without the eCommerce, or the complete listed thing.
