Election report and management system

I need a web database application that can be used for gathering election report ( It can be use for any electioneering environment) Below are the designing pattern: There will be a party agent with their details like Name, Phone Number, Passport field, Unique ID and Blackberry PIN number(Which is Unique also etc.. Each party agent will be assigned to a local government. Each local government has many Polling Wards like Ward1, Ward2, etc. and Polling Unit like Polling unit 1, Polling unit 2 etc. E.g Under Polling Ward1 there are many Polling unit and the agent will be assigned to one of the polling unit Each agent will give a report of total registered voters in their polling unit, also total voter for their party. We want to be able to manage the Database and also to input the two reports that each agent will sent to us which is Total Registered Voters and Total voters for their party. We should be able to quickly search for the agent by their Unique IDs to enter their report. We should be able to quickly search for agent Details like their Detail, Local Government, Polling Wards and Polling Unit they belong Report We should be able to generate statistic report from each local government We should be able to generate statistic report from each Polling Ward We should be able to generate statistic report from each Polling unit Statistic report should contain Total number of Registered Voters Total number of Voter for agent Party. Chart Report also is also needed. Database Deployment We want to be able to install this system on Apache web server with MySQL We want the system to have user login for the admins with various permission like read, edit and write base on hierarchy We want the interface to be users friendly and mobile adaptive The Main admin should be able to see login logs of other admin and revision of what was changed Admins should be able change field name and data. ***Long term engagement of the freelance is possible *** Further suggestion is allowed Future Development Custom Android, iPhone and Blackberry App for agents to self input their report with revision if it was changed
