need wordpress modifications

I need a COMPETENT word press developer/designer to create 2 modifications that will work with any theme for wordpress 2.61. I want the [login to view URL] file modified to do the following: 1. Display an html web page ABOVE the home page of the wp blog 2. Display the [login to view URL] on the [login to view URL] page of the blog. There are example sites (not my sites) at: [login to view URL] [login to view URL] [login to view URL] But you'll see how these 2 modifications have been implemented for moveable type. Only I want the implementaions done for wordpress. So what I expect to get is snippets of code that I can cut and paste into a word press [login to view URL] file. I do NOT need a web site or blog designed; I can do that myself. This should be just a few hours of work for someone competent with wordpress.
