151006 Finish up site, scripting

Hello, I have a site that was created by one of the more popular companies on here, they were unable to deliver a finished product. The site is near complete. But needs someone who is more familiar with advanced scripting. You can see the site at www.gymplan.com. Basically it is a scheduling web site for workouts, that deliver the schedules via sms messages to cell phones. Where I need help is, getting it to work with different time zones (recognizing daylight savings). And a few other various bugs in the site. The time zone is the big problem. There is an hourly job that is controlled by cron that goes to the database and sends out the messages that are to be delivered that hour to a sms gateway. The site works currently, but only in 1 time zone, and needs some work. Please only SERIOUS and good script/programmers bid. I can have been thru 2 companies that could not deliver.
