Programmer needed to fix issues with last project

I am looking for a programmer who understands the job.
I have had issues with a few last projects as the programer claims to understand the job and then at the end of the project i am left with something that does not work and programmer tries to get more $$ to complete the job right.
This project is to fix/complete the last job as I am left with something I cannot use.
The whole goal of the last project (found at this url: https://www.freelancer.com/projects/PHP-MySQL/Integrate-new-tables-css-into.5907825.html), was to change the styling of the tables in our reports and pages. This has been done using bootstrap but I am left with reports that do not match our original as programmer said it can't be done. Something that should have been brought to our attention before spending all the time on it.
So what I need now is someone to look at the current project.. and tell me can we move some rows up or is this not possible with how it was done. If so, then we need to just use tables and css to style the week stats to appear the same but move up the group totals to where the should be.

TEAM A Total Productivity and row below should show up right under the last entry for TEAM A. Then TEAM B should start and TEAM B Total Productivity should show up under the last entry for TEAM B and so on for as many teams as there are.
I also need to make sure reports are working correctly, so there may be some work to fix any bugs from last programmer. We can tackle this separately to keep it simple. This report screenshot is showing TEAM C & D, but there are none for this class, so I am not sure if there is a bug to be fixed or not.
