butterfly marketing script converted to html5

I want someone possibly with local dreamweaver environment to convert css files of butterfly marketing script to html5. My version of the script utilizes a cloaking viral page peel ad script that cloaks a website, displays three 400 x 100px stacked ads within a page peel. I want the page peel and membership area to be made html5 compliant so it can be viewed in mobile devices like iphone and android scalable to the screen size. The site is live and running so that's why it would need to be edited in a local dreamweaver type environment so that I could swap out the css files once completed. I wanted some realistic feedback from bidding experts to see how easily this task could be accomplished and for how much total cost. Thanks in advance!
