2500 Stalled website design

This is a stalled wesite design project. The main page is in place as well as several other introduction pages. Database and several tables are in place. Basic signup form is in place. The website is a subscription service site with a searchable database. It will be a secure site. I need a more complex signup up form that can handle US States and regions within each state as well as account executives for each region. The database is not in place for the states. Nor is the database for regions. The regions will need to be flexible as the vendor companies are not consistent in their territories. Vendors will sign up here and store their products in the database. There will be multiple account executives with defined regions within the states. Each company requires a unique ID, each account executive needs a unique ID. The vendor company may be signing up or the account executive may be. If a new account exec signs up, he needs to be able to find and link to his company information. He also needs to be able to add local information such as phone numbers and addresses. Account executives need the ability to edit their products. I need a seperate sign up form to collect information for the searchers. I will need the database set up to store this information and information on the users search patterns. The users will be paying subscribers. I need paypal integration. I need the ability for the subscribers to rate the vendors. As vendors acquire points, their name will rise in the search results list. The search results will produce multiple matches. Clicking on a match needs to open a new page with product details and contact information. I will need a printable version of this page. Search results will state specific. I need the ability for the searcher to send the match results to themselves by email. I will need the ability for searchers to store a list of preferred vendors and search either the entire database or only the preferred vendors. I need the ability to save search parameters as favorites or something similar with a user defined search name. There will be a related forum for this web service. I prefer vBulletin. If a search results in NO results I need the ability to post the search parameters to the forum by clicking a link or pushing a button on the results page. I am not a programmer but I am knowledgable in PHP and mySql. This a fairly simple website. The database, tables, forms and queries are time consuming to build and I have run out of time.
