HTML Template 100% Responsive

Hi i have a project that you maybe interested in, I have a template that i have been using and you job is to: **1: Clean up the all PHP, HTML, JS and CSS code** - So if its not used REMOVE IT!. **2: Fix the HTML encoding** (? showing without UTF-8 charset - ? Shows with UTF-8 charset) **3: Make the Template 100% responsive. 4: Create a Step-by-Step guide how to apply this to my existing customers websites, using the method you will be applying.** The template uses PHP to get data from the database and display the content, i am also using Smarty to keep the HTML and PHP code separate. Responsive meaning that if i resize my browser or view the website on a mobile the website will scale down and up. When scaling down it should place a drop down menu below the header. Example: <[login to view URL]> Please show me previous responsive templates you have built before!
