Membership Framework Development

I need a woeb portal membership framework that would serve as a base for some other project. THis framework should be built of some existing (preferably open source) membership solution e.g. the beer house for .net (see [login to view URL]). The framework should also have features like polls, surveys, contact management and should be extensible for more features that the project requirement may throw up. It should also be able to handle subscription either based on period or availability of content purchased eg no if sms units purchased. The project is expected to be written in .NET or PHP and should be graphically appealing with use of JQuery, partial postback etc for ease of use.
