We are looking for fancy creative banner design 1000px width and 250px height, the banner will be used for [login to view URL] website in place of the existing unsatisfactory one. The banner should reflect Value Engineering and it must show the word (Value Engineering) in Arabic & English Languages. Value Engineering is a branch in engineering field that focus on evaluating design of medium to large construction projects , bill of quantities, and functionality of buildings materials to increase quality of projects and reduce cost. The banner should have part of it (small portion) in flash that do not cycle. In other words the flash plays then stop, on page refresh it plays again and stop. Just a very small portion of flash, the flash should add beauty to the banner rather than distract visitors. The banner should load very fast as it should be .jpg type with very small size. The winner of this project is expected to show us at least 3 scenarios, we will select one of them for further enhancement and beautification by the coder.
