Moodle Plugin Customisation

I need a custom plugin that will "listen" to Moodle Scheduler plugin so that it automatically creates BigBlueButton rooms per appointment. More info: There is Moodle website that got customized to accommodate mentoring purposes. To be exact a mentor (teacher) schedules a slot with a mentee (student) at a certain date and time. For example 12.00 - 12.45 with the Scheduler Plugin. I want the plugin to be customised (or a another custom plugin to work on top of that) so that it automatically generates a BigBlueButton room for the scheduled appointment to be open only between 15 mins before till 15 mins after the start of the meeting (Join). Whenever a slot gets scheduled by the teacher, (meaning an appointment), that should create a link (hidden for both student and teacher till 15 mins before the scheduled start time of the meeting) of a BBB room attached to the appointment. The link should disappear 15 mins after the appointment start time. If they enter the room, that info should be inserted in the database, like BigBlueButton Moodle plugin does when users enter a room. That needs to be so I can feed an SQL report that already exists, which will update that the meeting took place (since both users entered the room). That means I also need an easy way to get a report that both student and teacher joined the scheduled appointment (date time joined) so that I can crosscheck that the meeting actually took place in a timely fashion (teacher and student joined in time and not too late).
