Write a multi-platform mobile application (Webapp, iOS and Android), deployed in PhoneGap or such multi-deployment application

I need an application that is similar to a crowdfunding program such as KickStarter, having additional features that are implemented on apps such as Kamcord, created in a language that can be deployed from a multi-platform deployment app such as PhoneGap. The mobile app will need to be available for download on Android and iOS as well as a functional website. Summarized pages and needed features: 1. Sign up (user, email, basic info) 2. (Split screen) Displaying account balance, Start Campaign Button. Other section of this page needs to list other active campaigns. 3. Credit Card/Payment pages listing 3 payment options (all variables) 4. Redirects to other active campaigns/users. We give a specific amount of $ (depending on what option was selected on page 3) to the user for him or her to use towards another campaigns. User chooses 1 or some campaigns to donate to. 5. Finalization of setup, needing additional questions for the user to answer to complete full setup and allow them to initiate their own campaign. 6. Displays users own campaign. 7. Ability to share and market out to outside to the general public. 8. App will need to implement a virtual goods. 9. Video uploads feature with a video rating system. 10. Chat features, global chat, personal campaign chat windows. 11. Cash out option (we will be using Brain Tree to manage the financial aspects of our app). 12. Database driven app. 13. Scrolling links within global chat. 14. Progress bars for setup, and additional progress monitoring such as funding progress. 15. Admin messages to personal campaign chat windows. 16. Database to track various users information such as video upload counts, attained virtual goods. 17. Embedded window/message scrolling. 18. Fingerprint login integration with Android and iOS fingerprint association. 19. Phone notifications prompting (such as emails and/or text messaging if user has opted). Layout should be similar to kickstarter's website. We will be providing all graphics in PSD/Photoshop files.
