I can build you game very superb and fantastic because I already have made this kinds of game. If you want to then I have one idea for your game. Why you are not putting your big fish in water tunnel and rotate it with 360 degree. it will move to forward automatically increasing speed. Fish can eat small fish for points, means game user/player need to move finger on screen to rotate fish. If you find fish on 90 degree and fish on 180 then swipe with finger to rotate fish to destination, and collect your points. My best game developing software is Unity3D.
