Hi, I understand what you want to accomplish and I would like to suggest that rather than developing application for phone why dont we use an established IPPBX system(3CX) complete with own android/ios app with chat functuinality and many other features. I know you might think that those apps dont have built in ovpn or l2tp over ipsec but there is a workaround for us to achieve what you wanted to accomplish.
