IOS and Android Mobile App

I'm working on a startup which is based on providing a mobile car wash service on demand, I want the design and the programming of the application. The idea I have for the application design is to be in 3 languages, French, English and Arabic but the 3 languages is optional depending on how much extra it would cost me, If funds for the 3 languages is not available I will provide it in updated versions of the application. The service will be provided as a start in a capital city with a large metropolitan area, but the main focus will be within the city limits in certain neighborhoods where the purchase power is better and people are willing to spend money on the service. Also the service to be provided will be 3 different categories, basic, higher basic wash and a deluxe wash (The choice of words will be provided later on). so once the app is started I want it to ask for the language of preference and remember the choice for the future instead of asking the customer every time, then I want it to provide 2 different ways to sign up for the app through their phone number which will receive a generated code to be entered in the app to confirm the registration. then it will show a form where the address can be entered and an algorithm will calculate the estimated time to arrive there or to ask for a future scheduled time, and to put the car model and color and for the customer to choice which wash he/she would like to request once the transaction is confirmed I want it to show the customer a confirmation with the estimated time of arrival, the cost and the estimated time for the wash. on the app side of the service provider I want the app to give a notification to the provider of any transactions being placed and provide an option to manage them on the app. This is just the basic idea, we can discuss more details once we negotiate the price of development of the app .
