It is important to understand those things for you and for any other developer taking the job as well, may be the code is at place where it cannot be sorted without completely changing it and that might take more time and money than you have budgeted it for, I am only asking this as you have mentioned that several developer have tried but with no success so there has to be a reason and that should be identified as well.
