I'm looking for help researching text to speech and similar systems.

I want to know if there are code libraries/APIs available where I can convert some text, usually a name, say 'Paris' into some standard encoding like 'PA RI S'. Ideally I want to be able to convert non-English text into the same encoding. So If I entered something in Japanese that sounded like 'Paris' I would end up with 'PA RI S' as well. I am NOT actually interested in the 'speech' part, just the encoding of text into some common format. Does anything like this exist? If so, I need some examples of how I would use it.

Unfortunately, for confidentiality reasons, I can't disclose the actual objective of this project I am working on.
