Need Method (App or Script) to create a Rotating Proxy Server

I am currently looking for a Freelance programmer to create a script for that can set up a Rotating Proxy Server on multiple Ubuntu 14.04 servers at one time. It must automatically log in to a list of servers that I will provide, set them up to match a configuration file (with settings defined below) and add username and password authentication. I will be using this script on Putty to log into an EC2 instance (VPS). My main computer is a windows 10 PC but I also have Mac OS laptop. I need the ability to create a server that has multiple ports that will link to a subnet. I also need each port to have user name and password.
