Short Description:
There is an application deployed to Google App Engine and protected by Identity Aware Proxy (IAP)
Service Account is created with access granted to login through IAP.
There is the second JavaScript application deployed to Google App Engine
Second application needs to be able to call the first application using service account.
You would need to look at both applications, understand them (they are very small) and change the Angular JS app.

Long Description
1. You have to have your own Google Cloud Platform account with ability to deploy applications to App Engine Flex Environment. Please do not bid if you are not in position to have this.
2. Deploy this Java Spring Boot Application to Google App Engine Flex Environment

4. Check that you can call [login to view URL]
5. Change this line to point to your deployed application url

6. Deploy this Angular JS application to Google App Engine to the same google project as the java application (to a different service instance)

7. Let's say URL is [login to view URL]
8. Open [login to view URL] -> click a button -> verify that result shows the same as this [login to view URL]
9. Create service account and grant access to both applications and to your google address.
10. Go back to Angular JS project and check if it still works.
It will no longer work because user needs to authorize through IAP

Todo: Change Angular JS code so that it can reach Java application through IAP using service account. Deliver code changes and all configuration instructions starting from service account creation step by step.
I have to be able to follow your step by step instructions and configure both working applications on my side.
Once again please do read and understand what is required before bidding. You would have to understand and deploy both applications. You would have to change Angular JS app.
