Chrome extension: Open targeted links in new tabs

We need a chrome extension that targets links and opens each link up in a new tab. it should work like this:
1. User right clicks on hyperlink in browser and chooses: Config:Link opener. See this video for how selecting link should work: [login to view URL]
2. The partial URL is saved in the extension.
3. User right clicks on another link and chooses: "Get Links Like this". The extension uses the partial URL and opens all links on the page matching the partial link in a new tab.
4. Pressing the extension button should show values. (1) The partial URL and (2) Number of milliseconds to pause between opening each tab.
To show that you have read the full description, but the name of your favorite animal as the first word of your bid, this way we know you have read it.
We will provide an icon for the extension.
